Car insurance penalties fail to bite

Research published in Scotland today suggested that efforts to tackle car insurance dodgers were not biting.

The introduction of a £200 fine and six penalty points for having no insurance was expected to slash the number of offenders.

However, statistics released today show that only 14 per cent of people issued with fines actually paid up.

The Home Office commissioned study also showed a discrepancy between court fines and the fixed penalties.

Experts say that this could potentially damage the effectiveness of the fixed penalty scheme and have urged the Government to review it.
